Delivering Nature Restoration with Expertise and Professionalism
Set up by founders Jon Garner and Andy Rowe in 2021, to help their contacts across the development industry meet the new demands arising from the evolving Biodiversity Net Gain (BNG) requirements. BioGains was the first habitat bank provider to have a site placed on the national register, with our Exeter bank in early 2024. Further habitat banks have since been added to our portfolio, which continues to expand.
2024
In 2024 BioGains secured an investment from Origin Enterprises PLC who not only injected capital into BioGains but a wealth of inter-related businesses that will support BioGains to become a significant national player within the BNG offsetting market.

This includes a nationwide presence of ecological consultancies including GE Consulting, Keystone, Bowland Ecology, Avian Ecology, Brooks Ecological and Neo Environmental as well as major players in the supply of habitat creation projects such as British Hardwood Tree Nursery, Green-tech and Suregreen. Several of these group companies also specialise in habitat creation and management meaning BioGains have a wealth of connected partners to help deliver habitat banks across England.
Our Directors

Jon Garner
BSc (Jt. Hons) MCIEEM
Jon is an ecologist and full member of the Chartered Institute of Ecology & Environmental Management. He brings to BioGains a deep understanding of biodiversity net gain principles, policies and the emerging legislation. As the Managing Director of GE Consulting, a well respected ecological consultancy operating across the south of England and Wales, Jon has overseen development schemes applying various iterations of the BNG principle reaching as far back as 2014, using pilot metrics in Devon as well as working with Natural England and Dorset County Council on their original approach to BNG.

Andy Rowe
BA(Hons) Dip TP MRTPI
Andy is a highly effective Land & Planning expert and chartered member of the Royal Town Planning Institute, with 24 years experience in the development industry and a proven record of delivery, having worked for local authorities, private companies, and been a board director for a national plc housebuilder. He is responsible for the land and planning strategy, ensuring the land requirements of the company are met, while closely managing and mitigating risk. He has a strong, wide network of professional relationships with key individuals and groups in the South West. His expertise in this area means he is ideally placed to lead in land and contract negotiations.

Dr Mark Webb
Chartered Ecologist and Fellow of the Chartered Institute of Ecology and Environment Management.
He is also a Chartered Environmentalist with the Society for the Environment. Mark has a PhD in conservation biology and 30 years postdoctoral experience in applied ecology and environmental leadership including 5 years as a university lecturer and 25 years in environmental consultancy, including both SME and PLC companies. In his current role, Mark is Managing Director of Origin Environmental, a combined team of over 200 staff where he is responsible for leadership, strategy, commercial performance and growth, both organically and by acquisition. Mark brings a wealth of experience in working with and growing businesses in the Ecology and Environmental sector and has been involved in the development and implementation of biodiversity net gain since its inception. Origin are strategic investors in BioGains, and Mark has an active role on our board as Investor Director.
Special Advisors

Aaron Vickery
Legal
He is a solicitor who qualified and practiced at one of Ireland’s top-tier law firms before taking up his current role as legal counsel with Origin Enterprises plc. While in practice he advised State entities, multinationals and domestic corporations, and their boards, in a broad range of corporate advisory and commercial transactions. He has an expertise in providing strategic legal support to businesses operating in the Ecology and Environmental sector. Aaron’s educational background includes a Master’s Degree in Law with a research focus on environmental liability and financial provision for remediation. Aaron’s qualifications include: BCL, LLM, Law Society of Ireland, CEDR Accredited Mediator

TJ Kelly
Strategic Leadership
TJ Kelly joined Origin as Group CFO and an Executive Director on 18 January 2021, taking on the role of Divisional Managing Director for Living Landscapes on 1 August 2024. TJ joined Origin from Hostelworld Group plc, the global hostel-focused online booking agency, where he was CFO and a member of the Board. Prior to this, TJ worked in the US and Ireland with Glanbia plc for 12 years, where he held a number of senior leadership roles, including CFO of their Performance Nutrition Business and Group Financial Controller with responsibility for Investor Relations. TJ has also held senior finance positions in Microsoft, GE Capital and eir. TJ is a Fellow of Chartered Accountants Ireland and completed his training with PwC.

Anne O’Dwyer
Finance
Anne completed an honours Business degree and is a Fellow of the Chartered Institute of Management Accountants (FCMA). With over 33 years’ experience, Anne has worked in practice and with global companies and has been with Origin for 22 years in senior Finance positions. Anne brings a wealth of experience, successfully leading the finance function from both an operational and strategic perspective supporting businesses through the challenges of ERP implementations, volatile commodity markets and complex commercial pressures. She was appointed Finance Director for Origin Environmental in Feb’25 providing overall financial support and leadership to the Origin Environmental businesses and is a key member of the Origin Environmental leadership team.

Jorge Bulleraich
Governance & Audit
Jorge is a senior finance and risk management executive with more than 25 years of international experience in logistics, food retail and agri industries. Currently the Group Head of Risk Management and Internal Audit at Origin Enterprises PLC, he has previously held leadership roles as a CFO for Delhaize Belgium and Head of Audit EMEA for Deutsche Post DHL. With a background in accounting and business administration, Jorge combines strategic financial expertise with a strong commitment to sustainability and operational excellence.
